Camp camping?

I was duo hierophant with peetee killed the place holder he logged out stated he would be back when the timer was up. We were only killing heirophant he stated he wouldn't be there long maybe a few kills.

So I told my guild I would claim crypt while they made a group and ran down to kill the 3 names and emperor. So I joined them and helped them clear. Long behold heirophant spawned with cloak Peetee logged back in and was FTE him.

Now I probably made a bad judgement call by re joining peetee since he was FTE and wanted to roll on the cloak and we out damaged the other group that tried to kill it after we engaged.

What would the ruling have been if I stayed with the other group and we out damaged peetee who was FTE? Would he have been awarded the cloak? Also what is the policy is it always FTE? What about "camp camping"?
