Default VOTE OR DIE! Should Red99 be included in The Worst Ever! nomination process?

In the ongoing saga of determining who is the overall Queen of Bad Posters on Project 1999, we've run into a speed bump.

Red99 has been the source of so many subhuman miscreants that have shitted up threads so severely, that, if we were honest about it, they would win everything with their red style bad-post-zerg tactics, IF they could get enough people online at once to tilt the vote. So, we should consider the following:

Are red99 players even human in the first place?
Should they be allowed to vote like the superior normal people?
Should they be allowed to be nominated for superior normal-person positions?
Should they be allowed 1/3 personship, soas to allow 3 of them to vote as one person?

The world wants to know.
