Exclamation Evil, evil 1017, Perplexed! Help!

I'll try to keep this short and sweet; I've read everything I can find on the infamous 1017 error and nothing is working for me.

Facts:
2 laptops. Both Dell 65xx series, both Windows 8, both Avast AV, both with windows firewall modifications allowing everything in and out from eqgame.exe and everquest.exe.
No active firewalls on any local devices.
Fresh EQ:Titanium installs from the same source, in the same manner.
EQ:T install > Modify eqhost.txt file > Run eqemulator from EQ directory, single CPU.
Laptop 1, using a [crappy] cellular connection, works great.
Laptop 2, using a ~1Mb satellite connection, works great, until clicking "Play Everquest" at server select. Kicked back to login every time and then a 1017.
I've tried reinstalling multiple times, deleting the sony directory each time prior to reinstall, and rebooting.
Laptop 1 runs 500-1000ms ping times.
Laptop 2 runs 1000-1500ms ping times. (I've played WoW and EQ2 with >2000ms pings, albiet not great, so this is not the issue)
Drivers are up to date, not getting any other errors.
I can successfully ping and traceroute all the way through to the p99 worldserver and the zone servers, and eqemulator has no problem patching the files for p99.

My only remaining suspicion is that my IP is banned for some reason. Is there a way to verify that this is or is not the issue? And does anyone have any other suggestions? This is driving me batsh*t crazy.

Thanks all in advance for your assistance! I was an avid EQ player back in the day (Citizen of Rathe, Guide of Ayonae Ro) and am excited to hear about P99. I stopped playing partially because of availability, and partially because with 20+ expansions, EQLive is just too busy, complicated, and overrun. I'm looking forward to some classic EQing!

I did walk into that one lol, and I don't blame you for the assumption. I should clarify an additional fact:

I'm a civilian contractor in Afghanistan. Laptop 1 is at my office, Laptop 2 is in my room.

Therefore, I want laptop 2 to work more than laptop 1... hence the driving crazy part.

I don't know where you're at but, I am having issues with Sniperhill even having under 3k ping or even logging in. I'm guessing thats the issue.

Office = laptop 1
Home = laptop 2

Have you tried connecting connecting laptop 2 to the cell phone connection? Just to determine it is a satellite connection issue?

Is your CPU on laptop two overclocked? (can't be)

Both systems are kind of embedded to their spots... so it would be kind of annoying to move them (and I don't get the cell reception in the room). I am thinking about loading it on a third device and testing both connections with it. I suppose that would be the next logical step though, so I'll probably do that in the next 24 hours. I'll post the results here.

I'm almost certain that nothing is overclocked, but I will double check the BIOSs. Thanks for that suggestion.

Ok, since it's not easy to narrow down to the connection, try these other things first.

1) Make sure not overclocked

2) Modify your client.ini to the barebones posted here.
[Defaults]
WindowedModeXOffset=1
WindowedModeYOffset=1
WindowedMode=TRUE
[VideoMode]
Width=1024
Height=768
WidthWindowed=1024
HeightWindowed=768
WindowedWidth=1024
WindowedHeight=768
FullscreenBitsPerPixel=32
FullscreenRefreshRate=0

3) What kind of processor? Some problems with AMD X2 dual core processors can be fixed with the following official release: http://support.amd.com/us/Pages/dyna...42f&ItemID=153

So I was able to determine that it is in fact a connection issue. I did a fresh install on a new laptop, and while it failed on Laptop 2's connection, it worked great on Laptop 1's connection.

So, has anyone had success connecting to p99 from a Hughesnet Satellite system?

Or are there any network gurus that could help me further isolate the problem? I work in IT, but I'm not a network expert. I do, however, have a theory that the TCP Acceleration that they force enable on the satellite modem is the most likely culprit.
