Yup. Or Portland I think was another example. What we learned is there needs to be a middle ground. There need to be laws and enforcement, but not so strict that an addict feels like they can't even seek assistance or help (whether to quit or in an actual emergency).

If anything, I would credit Portugal's drug addiction successes compared to the rest of Europe to their possession of a Living King
