I've tanked HoT minis on purpose and HoT trash on plenty of emergencies before. It's not ideal. It works. You build your character as a tank in the end game, whole game really, so you can eat a round or two in the face before your central nervous system can flip the panic button and nimble disc stabilizes the raid for 12 seconds. Feels pretty good to emergency bump AoW or a flurry drake ripping through your raid. Did you know that if agro is lost on the tank and a bunch of DPS die, backstabbing something is a great way to get and maintain its attention?
It disappoints me that it's even a question whether or not rogues can tank EXP content. The answer is yes.

You'd be surprised how often you can have a group with a tank, cleric, enc and 3 rogues. The tank will say 'afk for 7 mins or so, someone cover pulls and tanking so we can keep spawn broken' and the tank gets back but everyone has sat on their butts for 7 mins and the spawns all need to be broken again.
IDK if it is a case of 'I'm playing a dps so I'm not gonna pull or tank', neglected defence stats by the dps players or they genuinely believe a rogue can't do some light tanking with an enc and cleric behind them... /shrug

My setup on live:
Credentials: I had a 60 rogue on Fennin that was in our top raiding guild. Quit as soon as luclin came out. The Mrylo Dagger screenshot on Allakhazam is mine. I don't have my parses from 20 years ago but this got me a good enough answer: My options were Mrylo, Claw of Lighning, Baton of Flame - same dmg/delay as Vyemm's + a proc (rogues cannot use it on p99 - that seems like an error as it was definitely available on live), Primal, and of course Epic My non-lazy setup was Mrylo Dagger main hand primal in offhand until it procs. Primal Avatar was more important than ratio on offhand. After proc I'd swap out for Epic. I only did this for Raid bosses. For Raid trash I just kept primal in 100% of the time. In the rare case I had a shaman in the group who kept up Avatar, I'd just keep RB in offhand. In my parses, avatar was the only thing that made any difference. RB was close enough to CoL or BoF where the extra attack, 20 MR and 100 hp for eating AoEs was not worth the swap.
