Game Mechanics: no level bracket restriction on dispell

I keep annul loaded at all times to pell random newbies enjoying their buffs or people with sow and no jboots

Dispel was able to be cast on all people within level range. As once they attain the level range they are PVP enabled. Having this enabled for all levels puts a ridiculous amount of stress on a victim for any low level pvp with people out of range dispelling all your buffs/run-speeds. Not to mention a bard selo'ing an over-geared poorly played alt while dispelling his victim's buffs.

Also, retti, I was dispelling your mobs not your pet!
