That's actually how it's supposed to be. Dispells are not considered detrimental. Any level should be able to cast on any level and it should be the same on blue even outside arenas and duels.

I played on a blue server on live and used to piss my friend off by dispelling his buffs.

You need to be grouped to dispel on blue servers. It should be the same restrictions on red. Dispels are detrimental when cast on anything but group members. When cast on group members it is not considered detrimental.

No, level 1 dispelling level 60 isnt how it should be. This will be mighty annoying and hopefully not fixed in 6 months.

dispelling ghoul lord in lguk (red) didn't pull him, he just stayed on throne getting dispelled

Dispel is a beneficial spell. It doesn't change to detrimental if cast on someone outside of group. I don't know how it is on live now but before raids existed you could cast it on someone outside of group to remove quite a few things.

But yes dispel does suck that way and it should be changed. Even if I am right that sucks and shouldn't be how it is!
