I also remember using evasive over defensive on raid mobs with tough procs in order to avoid them.

This was fixed with Kunark launch. You need to be more specific about what's still happening and when.

I thought I was pretty specific, but just to reiterate, (some?) NPC's still use innate procs on misses and on hits absorbed with runes. Instead of asking a dev whether it was fixed, I tested on a ghoul with ghoul root. The proc went off (I know this since I got the "you resist ghoul root" message) both on misses and on absorbed hits. Proof:

The proc should not go off at all (resisted or not) if the hit is blocked by a rune or if the hit just misses. Am I missing something?
