NPCs should not innate proc on miss, riposte, etc.
 
On p1999, NPCs have the ability to innately proc on a swing with which they miss, or which the PC ripostes, dodges, etc.

For example, Spiroc Lord innately procs StoneSpiderStun even on swings which do not hit.

In classic, on live, "NPC innate procs only go off if the NPC does not miss and isn't blocked, dodged, etc. - Kavhok, SOE"

Certainly would explain some things. NPC proc rate has always seemed a little high.

Well I know players can proc on a miss.. Are we sure NPC's can't? Would seem silly for them not to follow the same code.

Missing something else that's been discussed with a GM i believe:

NPCs shouldn't be procing on a runed player when damage is absorbed.

Indeed, should have mentioned that as well.

"...when an NPC has a NATURAL proc (not one on a weapon, like Nortlav the Scalekeeper in the Hole), if his attack lands on a rune, it's counted as a miss."

This is still not fixed it seems. I was testing if my Bard rune (shield of song) could stop innate procs, and it didn't stop Ghoul Root (the easiest one to test on I'd think). Misses also didn't stop the ghoul's proc.

Still broken. Tested today with enchanter rune as well as bard and the innate procs are still landing on runes.

the difference is between wielding a weapon with a proc or an innate proc. Innate procs have a chance to roll a proc per hit, whereas weapons have a chance to yield a proc per swing. Both players and NPCs can proc per swing on a weapon proc, but only NPCs have innate procs without weapons and those would proc on a per hit basis.
