Swish is right, a player can only claim a mob like a mammoth or seafury by sitting on the spawn and tagging it as soon as it spawns.

as far as kiting, if u have more than 4 mobs , you are being greedy and no one will get in trouble for peeling that 5th mob off your kite.

So can I just go around and pick mobs off of bards and wizards if they have 4+?

Don't be dense. No one has ever gotten in trouble for peeling a mob or two off of a bard's pull as long as it doesn't get the bard killed or something.
