NPC Spawn Issue: Spectral/Tortured Librarian

From what I can tell, the ph is fine.

It does spawn on red.

So it's a 3+ mob cycle? (i.e. there is a place holder for the tortured/spectral both?). On blue, once tortured was killed, tortured or spectral always spawned (And I never encountered a point at which neither spectral or tortured was up). Thanks for getting back to me on this.
