That was the patch that upgraded many of the VP items. Do you put any effort in at all or just don't bother to read any of the links or research? The question is did that risk v reward patch include the change to this item. I'm researching that now but unfortunately there's not a ton of VP era screenshots out there.

i don't see a single piece of evidence that supports that this item was buffed in that patch

11/20 makes sense for this era and the find looks correct by Ele.

11/18 makes sense for Velious and beyond

I can't offer any opinion on the proc

September 19 2000 patch states that VP items were buffed. The onus on the bug report is on the person claiming it should be changed. Do we know that feverblade wasn't a part of that patch which upgraded VP items? A then much later upgrade took place which made it 15/18. It would aeem to me therefore this was upgraded with the first VP item upgrade patch which is in our current timeline. Requires more research.

They obviously upgraded all the VP items sometimes in velious -- probably in march with the Fear/hate updates.

The september patch was when they moved the black dragon eye blade and some other items to VP as the risk vs reward patch.
