Issue: Feverblade - Bane of the Shissar is currently 11 damage, 18 delay. This is a 2002 upgrade, and the original delay is 20.

This thread came to the conclusion that the spell was broken as to the dot component and not fixed in Velious. The damage delay was reported there, but not resolved.

Seems a bit of a stretch to make a change based upon one post on allakhazam. Is there any other proof showing this to be one of the changes of the risk v reward patch, and did that patch not come out until 2002? The thread you link claims it was in 2000 which would make this the correct current ratio.

It may very well be inaccurate here, all I'm saying is the post used as "proof" cites the date of the patch as 2000, well within our current timeline. Save the trolling for rnf.
