How come Empire raided uncontested? @casual scum/friends/tempest

Just wondering why empire raided uncontested while everyone cried about it instead of doing something about it.

Contested ever quest is surely more enjoyable than uncontested ever quest (for all parties involved).

and are currently extremely relevant in the grief scene

Also I haven't seen any PVP contesting, this is like "griefing" I guess if you can call it that, trying to get people to quit instead of both sides having fun.
