Instead of a debuff, why not have everyone spawn with 0 mana (already in place) and 20% life. That should be easy to code, and although not perfect, will make someone an easy target if they try and bind rush.

^ zone plugging is lame, its one of a few things wow did right in terms of pvp. i wish eq was open world but i guess it wasnt possible at the time.

oh and bind rushers get dealt with, no matter how many toons they have
