Pretty sure they don't want to bring it down just because you think this one change warrants it. Patches are generally released the way they are because it makes more sense to change a bunch of things at once than it does one at a time, especially if the servers need to come down to make said changes happen. That kinda seems like common sense to me. We've survived over a year with xp loss in pvp, and now that they have given us the good news you're overexcited and demanding again. Calm down; change is on the horizon. Experience loss will be gone next patch, unless something unforeseen gets in the way between then and now. Be patient.
