DEX , Proc rate and high proc weapons <Long>

I agree. I was hoping to find data on under 40 procing weapons with higher than average proc rates. I tried doing searches but most it was just comments haunches how people felt when they used the weapons. no actual data. I wanted a controlled set of variable so I could keep track of proc as I killed. I have logs of 90 percent of my kills.
