While I can't say with confidence whether or not what is said above is the norm, I can say with confidence that in my experience on servers that allow boxing (2.5 years on PEQ before P99 even existed and another 2 months on a localized progression server with pop under 100, again before P99 even existed.), I leveled a druid single box 1-65 without any issues finding a group/partner.

The only limitations that are set on you by not boxing are the limitations you decide to set for yourself, if you are a good enough player (your automatic condemnation hints that you at least believe you are good enough) you shouldn't need to feel that boxing is a problem or a threat. It's not like they're promoting the use of MQ or SEQ like PEQ did which I personally was not fond of since among a plethora of other things, it made both tracking and pvp retarded.

I'm happy that Sleeper is going to draw the line at 2 characters per player as that's the number of characters I had most been comfortable playing on the servers that did allow boxing, I know this because after attempting to 3box on PEQ I had ultimately decided to leave the 3rd character in the bazaar since it was seriously effecting how well I was playing the characters not to mention ruining the immersion factors since I refused to use MQ/SEQ to 'smoothe' things over.

That in the end is the whole point though, they drew the line at 2, they also deemed MQ/SEQ banworthy, so there won't be gigantic bot armies that plagued servers like PEQ. Sure raiding the Plane of Fire that one time with 3 humans (my 2 and a husband/wife combo's 28) was fun, but the novelty of it didn't last and the following raid with 20+ humans was much more fulfilling and if I had to choose between the two I'd pick the latter every time without hesitation.
