Heartbrand is selling "Elven Cultural Gear" with a spell that's scribed in his spell book that is sold ONLY in Abysmal Sea, which is in Luclin.

How did he get the spell? I don't know, but one thing I DO know is that neither Arzak, NOR Heartbrand have reported this spell, as it is expected from every player here on Project1999 to report any out of era content.

My proposal: Ricardo/Heartbrand banned effective IMMEDIATELY for exploting out of content items.

However, I know this won't happen, so what definitely should happen is: GM logs on Ricardo, deletes spell from spell book, deletes platinum (because he's probably made platinum by exploiting this, but nobody knows how much), and suspension for 2 weeks or longer.

A suspension SURELY will not suffice, as he will just log in and begin creating more Imbued Emeralds. The spell must be deleted! All his crafted items must be deleted!

Only Mafakka could pull this off.

Cultural armo had to waves in game

First wave kunark: around epics release, Dwarf, High elves and Dark elves armor was better than others because they have enchanted + imbued combines, the others only imbued.
The second wave was with luclin, the trivial was really more high (up until 335) but they was really better

Example:
Kunark Halfling druid cultural Chest

Luclin druid cultural chest

For the second one you need celestial temper, sold only at bazaar, santus serun and catta casttelum and later in PoK

Cultural armor was in kunark era but all sets sux except enchanted + imbued combines
