NPC Spawn Issue: A goblin alchemist

Since the most recent patch when goblin wizards were added to more spawn points in Perma, "A goblin alchemist" no longer spawns.

I camped him before the patch and he spawned successfully numerous times. I've spent 10-12hrs camping him post patch and haven't seen a single spawn and no one I have asked (fellow Permafrost campers) has seen him spawn. Today he was camped by another player for 6 hours without a single spawn.
