Just that Zeelot / prolly Perun / IB/TR core could back this up - it was told to the leadership to discuss with their guilds. Obviously they had to discuss it amongst themselves and come up with an agreement both sides were happy with... the random lottery / pick of dragons was what both sides agreed upon.
