Yes, I purchased the account in September 2012 and since I don't use MQ, the account was obviously flagged since before then.

Yes, there is a petition pending for it to look into dates of infraction and I'm looking towards the account being unsuspended once that checks out.

Doesnt matter...if your character is MQ flagged it will get banned. Only thing I can say from this is that it seems that if Rogean determines that the MQ flag was not you (bought toon) or on a different server (EZ server for example), you will get your account back.
