Can you combine the items inside a sewing kit by mistake and lose everything?

Yes its classic, no its not implemented on P99. Your items are safe on P99, for now at least.

And if this was Classic we'd say, "but don't get them because if you hit Combine, everything in there will disappear."
This can be alleviated by using the ESC key to close bags instead of clicking on the appropriate UI button. That's how I always ensured I didn't accidently combine the sewing kits.

According to the p1999 wiki, Seria O'Danos in Everfrost Peaks sells large sewing kits. She's one of the vendors right outside the entrance to Halas.
