Item Loot is just another deterrent that prevents people from just fighting for fun without fear of repercussions. Remove EXP loss, put in a melee debuff similar to mana loss if you must (though being naked as a melee seems to be sufficient to me) and PVP will prosper.

the real reason is much more hilariously dramatic and involves him rage suiciding on cab guards dozens of times and threatening to delete his character

Nah, I am familiar with that event, but @ the PVP event itself he ate 3-4 PVP deaths and lost level 60, as did a few people, putting them back to 4 or so yellows into 59. Us melees know how painful each bubble of exp in 59 is, your looking @ a minimum of 3 hours a bubble in 59 likely as a melee to grind back.
