As far as I know they are the same. I had the same question recently and some research on the forums turned up a post from Rogean where he literally posted the function for regen (ie the code).
It basically just looked if a character was a troll or iksar and then gave them high regen rates (same as the ones posted on monk section of wiki, btw, for iksar vs human), and then gave everyone else a lower base regen rate. I believe classically Iksar regen rates WERE higher vs trolls, btw, so maybe one day they'll fix it and trolls will be sad
