Maybe SOE could try the EA model of release 60% of the game you're planning to release at $60/£40, then just half force a "premium" down their throat if they want the shinies that those paying for extras are so keen to wave around?
That would then make up the shortfall in downsizing the budget (if done properly). Oh yes, DLC is the future (sadly, very sadly)...
