This might be a technical issue or it might be an ingame thing by design.
What light source are you using or talking about? I remember, years ago, that when I was using my Shiny Brass Shield as a light source that (no lie) when I got it wet when I went swimming it would not give me light again until I took it off and re-equipped it. I guess it was meant for realism
