Here is a simple solution:

Make news of a 200-300% xp bonus a week ahead of time before it goes live. Implement it for ONE month, consider and look at the turnout if it doesn't improve population, scrap it.. if it does, let it linger another month and hopefully it motivates more people to play.

I've leveled multiple 50s, it's not terribly hard but then again they were all casters. I could care less if they implement an xp bonus for a month or two if it actually brings new players into the world, I don't care for it if it's just going to make people level up alts faster. It would need to be something closely monitored by devs, but I believe giving a several week advance notice of it would help turn players to it.

I was against it initially, but really it is obvious the server is in dire need of something that would shock the population or any potential players, and that would be a serious EXP bonus. I know it goes against the grain of classic, but classic pop was never 40 people on primetime. For the people that say it devalues their time or the time it took them to get 50, who seriously gives a shit when this server has basically turned into a single player experience?
