People play for both actually, just like it was in classic. PVP is for fighting over PVE, otherwise, PVP means next to nothing. If people want nonstop pvp, theres plenty of fps out there or WoW arenas and battlegrounds. Thats sounds like it would be right up your alley, and for the rest of the custom server crowd.
