If you become kos to the corrupt guards and don't want to repair the faction, I've always found you can zone in the "back way" into sq by the bard guild and go around the inn to the bank area...its really easy to see the guards and avoid them. Not sure what level they are, but I've noticed that the guards that usually aggro are blue around level 10 so its more of an annoyance than actual danger.
