Game Mechanics: Weapon Skill-Ups bugged?

I can also confirm that skill-ups are rarer than lottery winnings right now. Trying to keep 1hb and 2hb at max is impossible, I have both hovering around half of what they could be. I still need to add piercing into the mix, but am having a hell of a time just keeping up with the other two...
