This is something new, because the Mystic Cloak I got about a month ago had 10 charges.

There was an issue with a few of the quest-rewarded charged items where the user might receive an item lacking its full charges.
Thankfully, there's not many of them. This should be corrected next patch. If you have quested for an item this week with incorrect charges, you may petition to have one with full charges reimbursed providing that the logs indicate you completed the quest. | ||
