Game Mechanics: I can no longer skill up in Defense, Guild trainer bugs

For some reason, skilling up in defense no longer seems to be working on my friend's warrior. He is level 13, and it is stuck on 16, and has not increased since Sunday's patch.

Also, attempting to train at the guild hall appears to be bugged. For instance, if he spends 1 skill point on a skill that is at 0, it jumps to the skill level that is his character's level.

If you put 1 skill point into fishing, which is at 0, it skills up to 13, his level.

Defense still is not going up.

On a perhaps related note, my low 20s Cleric has seen is 2HB skill seem to cap artifically lower than normal. The skill just stopped going up until he leveled and then it went up a again a small number of points and stopped again. It is stopping at odd points, like then the last digit of the skill is a 7 or an 8. This seems like a bug and probably is related to the recent skill cap changes. I don't have exact numbers in my memory but for sure the cap was not occurring because he had gained skill beyond what it should be for his level.
