Either VD chose not to join with IB or IB chose not to allow VD.

Or there was a previous rotation in which VD had their own Trakanon slot since it had been evidenced that they were capable of killing him on their own and TMO didn't want to give it back to them for one reason or another. TMO will not allow the raiding guild IB/VD to have two slots on the Trakanon rotation.
