Actually Azeth, pretty sure the 15 man rule was something we kind of came up with in DA back in the summer of 2010 to compete with IB (who at the time were out-mobilizing us at like a 2:1 player ratio on every mob). Since we couldn't mobilize as fast, we started having people afk near spawn points to cut down on travel/login time. That eventually evolved into 30+ people from each guild sitting on the spawn point. The GMs intervened and made the 15 man rule.

Not saying it isn't a lame tactic, but it was how DA went from getting a mob every once and awhile to going 50/50 or so all summer long. At the time I was still an officer of DA, so don't take this as me trying to rip into them or anything. I was involved in and supported the tactic at the time, even though I fully admit it was pretty lame. Loot > Not Loot.
