I and the majority of the server disagree with your "fair compromise" entirely. Global OOC is one of the best things about the EMU, you don't have to read it if you don't want and certainly don't have to use it to get groups if you don't want to.

Yellow text breeds pvp and thats a fact.

People are making way too big of a deal out of the "global ooc will give away my location" thing, which I'm not sure is even a valid concern.

Out of every PvP server I've played on with global OOC (including the live permadeath one), I don't think I've ever seen a scenario of some player attempting to hide who gets ratted out and killed because of the chat.

Everyone already knows the high level people are going to be in one of like two zones.
