Game Mechanics: Spell fizzle rates with respect to spell skill

I have noticed after this last patch I seem to be having a strange number of fizzles on spells that previously did not give me this much trouble. Like casting spirit tap (level 29 lifetap) at 38 or drain spirit (level 39 lifetap) at 43 or casting invoke fear (34) or panic the dead (29) at 40+. All of these with maxed alteration and spec alteration, getting a few groups of 3 fizzles in a row in the same night. I don't recall this ever happening to my cleric on here, double fizzles every so often but never three on a maxed out spell.

Also, still able to cast with low spell skill too easily. At 44-45 I am able to cast ignite bones (level 44 nuke - evo) with 0-10 evo skill and 0-13 spec evo after as little as 2 attempts some times. Usually takes about 5 attempts to cast it. Expected behavior from what I remember of live would be to fizzle entire mana bar.
