Game Mechanics: Ice giants in permafrost

Fixed, pending update.

I tried searching for this but couldnt come up with a thread about this.

Nilbog: ice giants outside permafrost will now drop ice giant toes and substantially more coin in lower denominations. ice giants inside permafrost no longer drop fine steel weapons.

This was the cause, I assume.
