NPC Spawn Issue: Ishva Mal

Had a friend go camp Ishva Mal for me today..its going on over 8 hours and still no spawn. Wasn't the spawn rate of him supposed to be changed from 36 to 8 during epics? Had a couple other people verify they remembered that.

3 or 4 months after epics came out it was changed.

So stick out your camp, he'll be there eventually.
