I have the same issue on my shaman, by now level 59. I have maxed out alteration, and specialize alteration (though I think that only reduces mana consumption?) yet I seem to fizzle one out of four superior heals. I may run an analysis on my logs to see how bad it actually is. No time today tho [You must be logged in to view images. Log in or Register.]
