NPC Spawn Issue: Drown citizens in FP sewers not spawning

Then how do I get the Waterlogged flesh for the acolyte quest. If its a velious mob then why do the other 2 zombies drop there flesh pieces? Furthermore why does the quest giver tell me to kill them? Just wondering.
