Enc's always got a lot of agro, I think more then any other caster spell. Some other spells were worse like the clr stuns.. forget the names now, it's been too many years. Enc nukes and AoE tash were the worst for enc's. Mez was always a pain unless you had a good taunter or some other form of tank with high dps to snap back the agro when they break mez. Some type of memblur can help with that though.

Root works if your both casters and fighting a melee mob, but most the time root breaks from a DD.

At a later level, 40+ ish, you can forget about enc nukes.. you'll do more damage throwing your shoes at the mob.

Saying that, the agro is a "little" higher on this server. To get the rough feeling of live back in pre Kunark or during Kunark it needs only slightly reduced.

You've got to take into consideration which spells you are casting versus which spells your brother is casting. For instance, if you were a Shadow Knight casting Disease Cloud, your brother would probably never get aggro. Same with a Paladin doing blind and stuns, or a Ranger doing snare and flame lick. If you are primarily nuking the target like with a Wizard or Mage, you won't be generating much aggro in comparison with Enchanter spells like Tashan (magic resist debuff), Languid Pace (Enchanter slow), and mez which super aggravate a mob as well as the Enchanter nuke line which includes a stun effect. If you are piling Damage Over Time on the mob, well, you're gonna have to wait Over Time to generate your aggro.

Enchanters, if not soloing, definitely do best in a group where there is someone to manage the aggro and take the heat off the chanter. As already mentioned, Root is a good tool when all else fails, though a good understanding of how each class contributes to the mob's hate list is also important. Interestingly, Tepid Deeds (the second Enc slow learned at L24) causes less aggro than either Languid Pace or Shiftless Deeds, which are the first and third slows respectively.
