If Iran hands a nuke off to Hezbollah, who uses it a year later on, say, New York City, what's the recourse? You going to invade Lebanon and go after Hezbollah? Nuke Iran as retaliation for proliferating to irresponsible actors? You're not doing shit. There's nothing you can do. It's the reason the nuclear proliferation game is so highly controlled in international politics. Once someone has a nuke, to a certain extent, you're at their mercy.

If they were smart they wouldn't waste their time with nuking New York. That is small beans compared to EMP over the US.
