Quest Issue: Kane Bayle is a Cheapskate

Description: Kane Bayle in the North Qeynos Guard Tower will not respond to any permutation of the phrases "Can you give a donation" or "Will you donate," nor does he respond to just "donations." He will instead stare at you blankly. Getting him to respond favorably to the phrase is critical to actually completing the quest.

Steps to reproduce bug:

1. Find Kayne Bale
2. Say "Donations?"

Expected behavior:

I have no idea what he's supposed to say, but I do know you are supposed to get a donation item weighing 10 stone off of him.

Some people posted problems with other NPCs in the quest - I got donations from Hansl Bigroon, Enik Ruklin, and Guard Leopold. Since the poster having problems with Ruklin apparently had none with Bayle, this means that Bayle is indeed supposed to give a donation.

Well, "donation" itself didn't work (it's difficult to make out in the screenshot, but that's proof that I tried it).

I gave "donate to the temple of thunder" a shot under your suggestion. Nothing doing, unfortunately.
