Quest Issue: Reserve Militia - West Freeport

Hey,

So I have done this quest as it appears here:

My faction is amiable to the Militia House and guards and I was able to get the bag from Guard Valon, combine it and get the token. The problem came when turning the token into Armorer Dellin in West Freeport, who ate it and does not appear to be on the same faction as the rest of the guards (he cons indifferent, but to the best of my knowledge and researching the quest he should be on the same faction as the rest of the guards).

Is this intended or a bug?

Odd, it doesn't say Armorer Dellin is on any faction. He should be on Freeport Militia I'd think. Doesn't make sense for him not to be.
