The damage is fixed as well. It did 66% damage or whatever it is instead of the full 100%
This is not fixed in PVE dots still do 66% damage when the target is moving unless it is feared. In PVP they do 66% of the damage no matter if they are moving or standing still.

I have a bard and druid, targets of both take reduced damage from dots while moving in pve.

Yes, this is still broken, on mobs at least. Have not tested in pvp.

Well, I would imagine it is because when most people are moving they cant cure/dispel. Or even sometimes they are running away. It is basically free damage because if they stop to cast one could throw another dot on.

That'd be my reasoning anyways!
