Not saying they can't be, but druid and shammy heals are easily enough to keep a ranger up. only bonus a cleric has over them is res and a bit better hp/ac buffs..
If I'm tanking for a group with a Cleric and a Shaman I'll have over 2500 health. CH is more efficient than Shaman heals and it's not close.
