The ability to bandage 70% kicks in at 201 skill. The highest skill cap available for any class at level 50 or below is 200. Starting at level 51 and above, WAR, ROG, and MNK can go to a new cap of 210.
Confirmed. It's pretty damned useful too and it seems like most warriors and rogues forget to use it.
