Game Mechanics: "Blue" on the pvp server

Yeah, ppl of lower level aren't being "up-flagged" properly when attacking higher lvl players in some cases, as pointed out in the following thread:

Earlier someone conned light blue and I wasn't sure if they were in pvp range so I tried to cast on them and it gave the protected message and proceeded to lower my can-be-attacked-by range. Then they started melee'ing me and so I tried casting more, but continued to get the protected message.
