So you created the same race/class combo on the blue project 1999 server and they don't aggro, yet on red they do?

Seems odd.. there's nothing that would affect that specific to pvp.

One thing I noticed on p99 for example in oasis, all the crocs con ready to attack but they dont attack you.

This skeleton cons ready to attack, and attacks me as I walk by, check it out in qeynos, cant get my human sk spells until I can kill that skeleton, it cons red at level 2, sucks I cant train though.
